Alan Stucky is Vice Chancellor & General Counsel. He leads the ºÚÁÏÊÓƵ System Office
of General Counsel, which represents the ºÚÁÏÊÓƵ System, its Board of Regents and its
universities in all legal matters. Mr. Stucky joined the ºÚÁÏÊÓƵ System in 2004 and previously
served as Senior Associate General Counsel. He previously served as in-house counsel
and risk manager for Hillcrest Health System in Waco, and was also in private practice
with Dunnam & Dunnam, LLP, in Waco, and with Brown & Fortunato, P.C., in Amarillo,
with a legal practice in the areas of real estate, business, corporate, construction
and health care law. He received his J.D. from Baylor University Law School, and
his B.S. from Bethel College. Prior to attending law school, Stucky worked for the
Dallas County Juvenile Department. He previously taught real estate law at Amarillo
College and business law in ºÚÁÏÊÓƵ’s College of Business Administration for many years.

Renaldo Stowers is a Senior Associate General Counsel. Before joining the ºÚÁÏÊÓƵ System
in 1997, he was a Senior Assistant Attorney General for the State of Texas and defended
state officials and agencies against employment and constitutional law claims. He
received his J.D. from the University of Texas School of Law and his B.A. with high
honors in political science as a commissioned Distinguished Military Graduate from
the University of Texas at Arlington. In 2023, Mr. Stowers was promoted to the role
of Deputy General Counsel and System Administration Chief Compliance Officer.

Lindsey F. Bartula joined the Office of General Counsel in July of 2011 as an Assistant
General Counsel. Prior to joining the ºÚÁÏÊÓƵ System, she was an associate in the law
firm of Jones Day in Dallas where she practiced in the health care section. Ms. Bartula
received her J.D. magna cum laude from Loyola University New Orleans College of Law
where she was a member of the Law Review and worked in the Law Clinic's Workplace
Justice program. She received her B.A. in History from the University of Texas at
Austin.

Alyssa Kenyon-Cordero joined the Office of General Counsel in August of 2019 and is
an Assistant General Counsel. Before joining the ºÚÁÏÊÓƵ System, she was a Law Fellow
for the University of Missouri Office of General Counsel where she worked on a range
of legal matters including but not limited to contracts, health care, will, trust,
and estate issues, real estate, and employment. Cordero received her J.D. and MHA
from the University of Missouri where she was a Paul D. Coverdell Peace Corps Fellow.
She received her B.S. in Business Administration and Spanish from Trinity University
in San Antonio, Texas.

Justin K. Foster joined the Office of General Counsel in December 2022 as an Assistant
General Counsel. Before joining the ºÚÁÏÊÓƵ System, Mr. Foster worked as an Assistant
District Attorney for Tarrant County, Texas. He worked in the Civil Division where
he represented Tarrant County in civil litigation proceedings and provided counsel
to different County departments. Prior to working in Tarrant County, he worked as
an Assistant City Attorney for the City of Dallas. He worked in the Community Prosecution
Division where he used civil legal remedies to address crime and quality of life issues
in Dallas. Mr. Foster is admitted to practice in the US District Court for the Northern
District of Texas. He received his J.D. from Howard University School of Law, and
his B.S., cum laude, in Political Science from the University of Houston.

Colleen Gallagher joined the Office of General Counsel in June 2024 as an Assistant
General Counsel. Before joining the ºÚÁÏÊÓƵ System, Ms. Gallagher served in the same role
at Stephen F. Austin State University for almost four years. Prior to working for
SFA, she worked as a landman and in-house counsel for a boutique oil and gas brokerage
in Midland, TX. Since 2020, she has also served part-time as a Judge Advocate in
the U.S. Army Reserve. Ms. Gallagher received her J.D. from Texas Tech University
and B.A. from St. Edward’s University in Austin, TX.

Dolly Garcia joined the Office of General Counsel in September 2009 as an Associate
General Counsel. Prior to joining ºÚÁÏÊÓƵ System, she served as a judicial law clerk for
a United States District Judge, and a Magistrate Judge in the Northern District of
Texas, Dallas Division. Dolly also practiced law for three and a half years at Hermes
Sargent Bates, L.L.P. in the Appellate/Litigation Support Section. Her practice involved
a variety of civil litigation issues in the areas of employment and labor law, commercial
litigation, insurance coverage, worker’s compensation, contracts, legal malpractice,
medical malpractice, transportation, construction, products liability, premises defects,
and personal injury. Before relocating to Dallas, Texas, Dolly served as an Assistant
Solicitor General and an Assistant Attorney General with the Office of the Attorney
General in Austin, Texas. During her seven and a half years of service, she represented
various governmental agencies including higher education institutions in state and
federal courts. Dolly is licensed to practice in all state and federal courts in Texas,
the United States Court of Appeals for the Fifth Circuit, and the United States Supreme
Court. She obtained her J.D. from the University of Notre Dame School of Law, and
a B.A. in English from the University of Texas at Austin.

Cari Jacoby joined the Office of General Counsel in May 2021 as an Assistant General
Counsel. Prior to joining the ºÚÁÏÊÓƵ System, she was an attorney for the State of Alaska
for fourteen years where she primarily worked in litigation. Mrs. Jacoby also served
as the Title IX Coordinator and Educational and Employment Opportunity Officer for
the Fairbank North Star Borough School District. She received her J.D. from Baylor
Law School and she received her B.A. in Criminal Justice from the University of Alaska,
Fairbanks. Mrs. Jacoby was promoted to Associate General Counsel in April 2023.

Randall Porter joined the Office of General Counsel in January 2023 as an Assistant
General Counsel. Prior to joining the ºÚÁÏÊÓƵ System, he was an attorney for the State
of California – Prison Industry Authority for over seven years. While working for
the State of California, Mr. Porter was primarily responsible for providing legal
guidance to executive level management as well as litigating both occupational health
and safety claims and state employee disciplinary appeals. Mr. Porter received a
J.D. from The University of the Pacific – McGeorge School of Law in Sacramento, California
and a B.S. in International Studies from the University of Utah. Mr. Porter is licensed
to practice in Texas and California.

S. Michelle Williams is Associate General Counsel. Ms. Williams joined the office
in 1992. Immediately after graduating from law school, Ms. Williams was an associate
with the Dallas law firm of Gardere & Wynne, where she practiced in the area of litigation.
Ms. Williams received her J.D. from the University of Virginia School of Law and her
B.A. with honors in both international studies and history from the American University
in Washington D.C. In addition to her responsibilities as Associate General Counsel,
Ms. Williams has taught various legal courses as an adjunct professor for the ºÚÁÏÊÓƵ
Department of Criminal Justice.

Suzy Flute joined the ºÚÁÏÊÓƵ System Office of General Counsel in June 2016. Ms. Flute
was promoted to Legal Operations Manager in 2021. She is a University of North Texas
alumna, having obtained her B.B.A. in Marketing Management in 1992. She bleeds green
with both her children in attendance at the Denton campus of ºÚÁÏÊÓƵ. Before joining
the Office of General Counsel, Ms. Flute was a real estate professional for over twelve
years, an account executive for a training firm for three years and spent about six
years in the advertising department of a large corporation.

Gayle Chaney joined the ºÚÁÏÊÓƵ System Office of General Counsel in April 2024 as a Legal
Administrative Assistant. Ms. Chaney received her Bachelor of General Studies Degree
from Sam Houston State University with concentrations in Business, Sociology, and
Family and Consumer Sciences. She then went on to earn a post-baccalaureate degree
in Paralegal Studies from Mississippi College. Prior to joining the ºÚÁÏÊÓƵ System, she
worked as a corporate paralegal for D.R. Horton where she supported their Privacy
and IT legal team. Ms. Chaney has over five years of paralegal experience in Commercial
Real Estate, Contract Management, Estate Planning and Probate law. Before changing
paths, Ms. Chaney taught preschool at Madison Methodist Church and technology for
grades K-2 at Mannsdale Elementary.

Courtney B. Finley joined the ºÚÁÏÊÓƵ System Office of General Counsel in May 2024 as
a Legal Administrative Assistant. Ms. Finley obtained her A.A.B. in Business Management
from Eastern Gateway Community College in 2023. She is currently pursuing her B.A.
in Multidisciplinary Studies at the University of Texas, San Antonio. Her degree
focus areas are business administration, sociology, and digital communications. She
is expected to graduate in the spring of 2025. Before joining the ºÚÁÏÊÓƵ System, Ms.
Finley served as a Security Forces member in the United States Air Force. Her primary
function was as a Base Defense Operations Center (BDOC) Controller, where she worked
closely with other base agencies, such as; emergency services and intelligence units.
Their mission was to develop and implement comprehensive defense plans which included
coordinating the deployment of personnel, equipment, and resources to neutralize threats
and protect critical assets. After her military service, she transitioned into a customer
service role at Southwest Airlines, utilizing her skills to navigate complex situations
and resolve customer issues effectively.

Alice Elizabeth Hawes is a Paralegal in the ºÚÁÏÊÓƵ System Office of General Counsel.
She originally joined the office in October 2012. Ms. Hawes received her B.A. in Political
Science from the University of North Texas in May 2009 and a Certificate of Paralegal
Studies from Southern Methodist University in February 2012. While a student at ºÚÁÏÊÓƵ
she worked for the Department of Housing. After graduating, she worked at Denton County
MHMR in Medical Records and as the Local Authority Team Leader. She is currently
serving as the Public Information Coordinator and assisting in the System Compliance
Office.

Roshelle Jones-Mitchelle joined the ºÚÁÏÊÓƵ System Office of General Counsel in June 2023
as a Paralegal. Ms. Jones-Mitchell received her Associates in Paralegal Studies at El Centro College. She is looking
forward to completing her B.A. degree in 2024. She worked primarily as a litigation
paralegal for several firms, including Godsey-Martin P.C., Legal Aid of Northwest
Texas, Zwicker & Associates, P.C., Henry Patent Law Firm and Nowak & Stauch (temporary).
She is a decorated fourteen-year veteran of the Air Force where she worked in many
fields. Over ten of the fourteen years she worked as a mortuary specialist. She assisted
in providing final preparations with dignity, honor and respect for those service
members, who made the ultimate sacrifice with their lives during wartime. She was
assigned to the dining facility feeding over 1,000 service members daily. She assisted
in checking in over 400 guests daily, both military and civilian alike while working
at the lodging office. She assisted in keeping the fitness facility running smoothly
with over 800 members visiting daily at any giving time. She worked in operations,
training and education getting those members prepped for deployment. During the end
of her tenure she was acting First Sergeant for over 100 unit members.

Alicia Spencer joined the ºÚÁÏÊÓƵ System Office of General Counsel in August 2016 as a
Litigation Paralegal. She received her B.A. in Political Science with Paralegal emphasis
from the University of Texas at Arlington and has over twenty years of experience
as a paralegal. Prior to joining the ºÚÁÏÊÓƵ System, Ms. Spencer worked for in-house legal
departments and law firms such as BlackBerry Limited and Kasowitz, Benson, Torres
& Friedman, LLP; and, as a contract Paralegal Consultant for Courtroom Sciences, Inc.

Stephanie Zaleskin joined the ºÚÁÏÊÓƵ System Office of General Counsel in July 2015 as
a Senior Paralegal. Ms. Zaleskin received her Certificate of Paralegal Studies from
the University of Oklahoma Law Center in Norman, Oklahoma. She has worked as a Litigation
Paralegal in Dallas since 2000. Prior to joining the Office of General Counsel, Ms.
Zaleskin worked for firms such as Hughes & Luce, LLP, Little Pedersen Fankhauser,
LLP and Stephen G. Gleboff, PLLC.
